Three Years Strong Structured Literacy at SMFCSD
At the San Mateo-Foster City School District, every child’s journey to literacy is guided with intention, care, and high expectations. We are proud to share that nearly 80% of our K–2 students are now meeting or exceeding grade-level expectations. This milestone inspires our continued work to ensure that all students learn to read with confidence and joy.
This progress is grounded in our commitment to Structured Literacy, a research-based approach that provides systematic, explicit instruction in foundational reading skills. Rooted in the California ELA/ELD Standards, this approach is designed to reach every learner, including those who need the most support. By focusing additional resources on schools with the greatest needs, we are creating more equitable learning environments where students are seen, supported, and set up for success.
Our educators are at the heart of this work. Through site-based coaching, professional development, and resources tailored to support multilingual learners, teachers are equipped to meet students where they are and help them grow.
This is more than academic progress. It’s about nurturing curious, capable, and confident children—students who feel valued and empowered every step of the way.
